The Council may invite to any of its meetings such persons as it sees fit. Such persons shall not have the power to vote.
Each member of the Council shall have a vote. The Chairman shall also have a casting vote. County Representatives may cast the number of votes allocated to their County Association.

Terms of reference:
The Committee shall meet as required, at dates to be fixed dependant on the setting of dates/events by EHA and be responsible for:
· drawing up the North Region fixture priority list. This will include dates for regional leagues, regional events and competitions and regional coaching days;
· setting up a register of persons suitable for appointment as Regional Tournament Officials, Judges, Match Delegates and any other officials apart from umpires;
· appointing such officials above, where necessary;
· the format and regulations for all the North Regional Leagues and competitions;
· the ratification of the rules and regulations of all other men’s leagues;
· reporting to the North Council or Executive as required;
· nominating from this committee, a maximum of two members to sit on the North Council to report and to make recommendations as necessary.

Terms of reference:
The Committee shall:
· ensure development, implementation and monitoring of plans for the recruitment, education and assessment of umpires, umpire coaches and umpire managers at regional level;
· ensure arrangements are established to test umpire coach candidates;
· ensure provision is made for testing or assessment of candidates for umpire registers, awards or badges as necessary;
· ensure the formulation and implementation of a policy for the selection of umpires for regional level matches;
· be responsible for the management of all funds of NHUA;
· investigate any actions of any member or proposed member which, in the opinion of the Committee, may be prejudicial to the interests of the NHUA, and withdraw or refuse membership, as appropriate;
· resolve complaints and questions arising in the affairs of the NHUA;
· ensure nominations made to:
· other NHA Standing Committees;
· NHA - candidates for election to any EH Umpires Committees.

· The Committee shall meet at least three times per year. It shall have powers of co-option and of appointing working parties. At County and Regional level the Committee shall be responsible for Youth Development (U21 and below) and have an overview of Coach Development. It shall be required to respond to related EH consultation papers and to draw to the attention of suitably qualified persons appointments advertised at National level.
It shall be responsible for:
· liaising with the Competitions Committee to plan the calendar of events for U.21 and lower age groups;
· first developing and then monitoring the implementation and effectiveness of the criteria for selection both to regional centres and to regional age-group squads;
· liaising with the existing Regional Schools and Youth sub-committees and being responsible for approving their rules;
· establishing a process for the appointment of coaches and managers for regional teams;
· developing, implementing and monitoring development plans for players at regional level in consultation with their coaches;
· implementing coaches’ progression and awards structure at regional level;
· assisting in the monitoring and assessing of the activities of the north based Regional Centres;
· subject to the strategy determined by the NHA Executive Committee, working with the following to implement the England Hockey Performance Plan and Single System for Hockey
the Schools and Youth Committees
EH Officers (including Hockey Development Officers and Centrally Contracted Coaches)
County Associations, Clubs and Schools
· organising and publicising open meetings of Coaches and Managers and others with an interest in the development of youth hockey in the North with the aim of disseminating information and good practice;
· identifying development gaps and consider, prioritise and implement ways to fill the gaps;
· nominating from this committee members to sit on each of the following:
· North Council (maximum of two members)
· North Competitions Committee (1 member);
· ensuring the maintenance of a register of active coaches in the region;
· liaising with the England Hockey North office in the organisation of courses and awards.
